How we feel influences the decisions we make. Our mind consults our body along with our brain.
Emotions reveal appraisals.
Emotions interrupt and alert us to important events. They are accurate indicators of what we truly regard as important. The core relational theme of each emotion is constant; if we know the theme that evoked it and the story it tells. Because our emotions depend on our appraisals, knowing the resulting emotions can tell us a lot about the thinking that went into the appraisal. Emotions help us read minds; they provide valuable clues to what is truly important to us and to others. For example:
·         We become surprised because the event was unexpected.
·         We are afraid because we perceive the threat of imminent danger.
·         We are anxious because of an uncertain threat.
·         We become angry because we blame someone for an unjust loss.
·         We feel guilty because we have failed to meet another’s standard of behavior.

An insult hurts, but it is important to resolve in your own mind, based on evidence, why the insult hurts. What loss does it represent to you? Decide if the insult:
·         Is an unjustified attack that does not decrease your stature, diminish your self-image, nor tarnish your public image or reputation, or
·         Is justified and has diminished your public image or reputation, or
·         Is justified and has diminished or revised your self-image.
Begin the analysis by deciding if the insult is based on information that accurately represents you. Then reflect and consider if your image accurately represents your stature. If you decide the insult is unjustified then you can simply ignore it or you can describe why it is unfair and ask your offender for an apology. If your public image exceeds your stature, then the insult may be a justifiable retaliation for your arrogance and it may contain an important message you can learn from. If the insult is justified it may cause you to feel shame and then lead you to revise your self-image to better align it with your stature. The insult is never justified if it is an attempt to reduce your stature below the threshold of human dignity.

The obvious is not always true, and many things that are true are not at all obvious.
Everyone thinks; it is our nature to do so. But much of our thinking, left to itself, is biased, distorted, partial, uninformed, or down-right prejudiced.
Whenever you find yourself on the side of the majority, it is time to pause and reflect.
It isn’t what you don’t know that gets you into trouble. It is what you know for sure that isn’t so.

The life of an old Khmer man.


Ate in the carriage of a parked cyclo outside Orussey Market in Phnom Penh, Chey Poch has forgotten the exact date of his birth but knows he is about 70 years old. 

“I remember I was born on a Sunday,” he adds while holding a small piece of dark tobacco wrapped in a bright green leaf. Originally from Kampong Speu province, Chey Poch says he began working as a cyclo driver when he was 15. It is the only job he has ever known.

“I like it. It’s simple and I have freedom,” he says. “No one comes to control me and I have done this for so long that it comes naturally.”

Earning about 200,000 riel [$50] a month, Chey Poch says his income has stayed roughly the same for over half a century and, nowadays, is only enough to survive. Removing a folded piece of paper from his left breast pocket, Chey Poch describes it as a safety precaution because the other vehicles on the road have become larger, faster and more frequent.

“This paper has my name, the phone number for the cyclo’s owner, the names of my family and where I am from,” he says while following the neatly written list of Khmer letters with his fingertip. Other than the clothes he wears and a cap to block the sun, Chey Poch says the paper is one of his few possessions.

“[Cyclo drivers] may be poor but we are healthy and we have power,” he states, standing up to offer a demonstration of his talent at wielding the heavy tricycle. “Cyclos are part of Cambodian culture. It’s the symbol of Cambodian people,” he says, doubting that they will ever disappear from the landscape of Phnom Penh.

After a brief midday ride to the place where he rents the cyclo, a ravine of sweat is revealed on Chey Poch’s back as it seeps through his grey shirt.

“I will pedal until I have no more energy to pedal,” he says, adding that he knows of Cambodians in their 80s and 90s who still cycle for a living.

Over a dozen cyclo stations are tucked into the back alleys and side streets of the city. These hubs serve as the last outposts for men to rent cyclos in Phnom Penh.

“For $1.00 per day they can rent a cyclo from me,” explains In Sophara, 54, the owner of the cyclo depot who says that the fee includes shelter and water for the drivers he refers to as “soldiers”.
“Everyone comes here to sleep but I have a 10:00pm curfew,” he adds. “Those who come after I lock the door must sleep outside. I am strict about that.”

Ten years in the business, In Sophara says it began as a way to help cyclo drivers because he views them as less fortunate. “Most of the drivers are poor and from rural areas. If they could get a job in their village I don’t think they would come to the city. There are not many opportunities in rural areas other than rice paddies,” he states. “I would see them sleeping on the [city] streets waiting for a cyclo to rent from other people. Seeing this situation I ordered a few cyclos for the drivers [to rent] because I felt pity for them.

“Only my cyclos have a telephone number on the back,” he states. “If someone needs a cyclo or if there is an accident, people can call the number. It’s my phone.”

Revealing more about the men who rent up to 30 cyclos from him per day, In Sophara says the average age is 40 and most are married. His observations chime with those of other depots and surveys taken in the city.

“All of my drivers are married and have children,” explains Eng Veng, 63, who rents nine cyclos for 3000 riel a day on Street 508. He also offers a place for cyclo drivers to sleep. “If I don’t provide them with shelter, who will?” he asks.

Operating the business as an aside to his main enterprise – used stereo equipment and speakers – Eng Veng says there is no profit in cyclos but he does what he can to help out, asking: “If I sell my cyclos how will they make a living?”

The two businessmen, who do not know one another, are in agreement that the vast majority of those who rent cyclos are migrant workers.

“Some will go visit their families in the village for two or three days each month,” In Sophara says. Among the regular group of drivers that frequent his business, In Sophara says about half of them have returned to their villages for the rainy season in order to tend their rice fields and adds that a few might not return.

“Some have saved their money and bought motorbikes,” he offers as the most common reason for losing a cyclo driver. As the pace of Phnom Penh speeds up, cyclos are falling to the wayside as streets become increasingly populated with motorbikes, tuk tuks and other motorised vehicles.

Pulling her hair back while standing close to the sidewalk on Street 161, Keo Chantha, 48, says that she has been burned a few times by cyclo drivers since she started in the rental business eight years ago.

“I had no experience with renting cyclos,” confesses Keo Chantha, who bought a few from drivers who once frequented her previous business, a wine bar. “Regular customers suggested that I buy cyclos because they had no money and wanted me to rent to them,” she recalls. “But some of them sold my cyclos after they rented from me.”
 
Stating that the business is still “messy”, she does not offer drivers shelter and no longer rents to people unless they are referred by others. “They must be trustworthy,” she says, pointing to the number 74 that is painted in white on the back of a cyclo carriage – one of 100 she now owns – as a means of tracking her inventory.

Offering other explanations for the dwindling number of cyclo drivers, In Sophara says that parts are becoming more expensive.

“Repairs are costly and the cyclo owners [who usually pay for repairs] are making less and less money,” he says. Wearing only blue sandals and three-quarter-length pyjama pants festooned with cartoon kittens, In Sophara digs through a box of spare pieces in his depot and explains that he fixes the tricycles himself.

Tires are the most common problem and last no more than two years, according to cyclo owners who say that little remains of the original models. “Over time all of the parts have been replaced except for the axles,” In Sophara says. “The axles are original and have been used for a very long time since the French era. I think they will last forever. Their quality is the best.”

Estimates for the number of cyclos in Phnom Penh are sparse, though according to the Cyclo Centre Phnom Penh (CCPP), an NGO established in 1999, over 1300 cyclo drivers were registered members of the organisation before it closed last year in April.

“The closure was caused by budget and administrative problems,” explains Im Sambath, 35, executive director of the Cyclo Conservation and Careers Association (CCCA), an organisation that has continued in place of the CCPP on Street 158.

“The 2009 financial crisis had a harsh effect on our funding from international donors, including the USA,” he explains, adding that the new office is still in the process of securing funding.

As a volunteer with the CCPP since 2004, Im Sambath says he intends to continue offering crucial services to cyclo drivers, including language training, basic medical coverage and safety equipment. As a testament to the impact of CCPP, the NGO won an award in 2004 from the World Health Organisation for its ‘Smoke-Free Cyclo’ program.

However, only one year after CCCA was established, Im Sambath says the number of members is much lower than before, with only 224 cyclo drivers having registered. This could partly be due to another new obstacle faced by cyclo owners and drivers: “In 2005 one cyclo was $40 but now the price has more than doubled,” Im Sambath explains.

Outside the CCCA office, about 10 cyclo drivers, all dressed in green shirts, rent the cyclos for a fee of 1000 riel a day and work with tourism operators by providing foreign visitors with a novel form of transportation. It is in stark contrast to the other cyclos that depend on Cambodian customers, but also an indication of the way the tricycles are going.

“The amount of work we receive depends on the company,” explains Mao Cheon, 44, a cyclo driver and member of the association. “Sometimes we get hired for a full-day or half-day. Other times we get only one hour,” he continues, adding that tourists are charged $3 per hour. Drivers say they get half of the money but there is no accommodation.

“We sleep everywhere,” says Mao Cheon. “But ideally we find a place without mosquitoes.”

คนนับแสนแห่ชมพญานาคเล่นน้ำกลางบึงโขงหลง


ปรากฏการณ์จังหวัดน้องใหม่ “บึงกาฬ” นักท่องเที่ยวเรือนแสนแห่ชม "ปู่อือลือ" พญานาคเล่นน้ำ จองทำเลนั่งดูตั้งแต่เช้ามืด ทั้งที่พัก ร้านค้าถูกจองเต็ม คาดเงินสะพัด 10 ล้านบาท
เมื่อวันที่ 19 ส.ค.ผู้สื่อข่าวรายงานบรรยากาศการรอดูปรากฏการณ์พญานาคเล่นน้ำ ที่หนองน้ำขนาดใหญ่ “บึงโขงหลง” อ.บึงโขงหลง จ.บึงกาฬ จังหวัดน้องใหม่ที่ 77 ของประเทศไทย ที่มีพื้นที่กว่า 8,062 ไร่ ความลึกบางช่วงถึง 15 เมตร ตั้งแต่ช่วงเช้าเวลา 07.00 น.ท้องฟ้ายังมืดครึ้ม ฝนตกลงมาปรอย ๆ แต่พอสายมาก็หยุดตก ประชาชนทั้งที่เป็นคนท้องถิ่น และนักท่องเที่ยวต่างทยอยหอบเสื่อเข้าไปในลานสวนสาธารณะเฉลิมพระเกียรติของเทศบาลตำบลบึงโขงหลง เพื่อจับจองหาที่นั่งและทำเลที่ดีที่สุดที่คาดว่าจะมองเห็นจุด “ปู่อือลือ” จะขึ้นมาว่ายน้ำให้เห็นตัวเป็นๆ แถมยังให้เห็นหงอนสีแดงและพ่นน้ำขึ้นบนผิวน้ำให้ดู ตามที่พญานาคนามว่า “ปู่อือลือ” มาเข้าฝันสื่อสารผ่านร่าง พ.ต.อ.ชยรพ สายจันยนต์  ผกก.สภ.บึงโขงหลง จนทำให้ทั้งสนามหน้าโรงพัก หน้าที่ว่าการ ตลาดสด โรงเรียนบึงโขงหลงพิทยาคม โรงเรียนบึงโขงวิทยา และตามไหล่ถนนสายต่างๆ ในเขตเทศบาลรถแน่นไปหมด ทั้งเจ้าหน้าที่ฝ่ายปกครองและตำรวจ ต้องจัดหาเจ้าหน้าที่ อาสาสมัคร อปพร. และตำรวจจราจรมาอำนวยความสะดวกกันอย่างเติมที่

นายชัยมงคล  ขัดติยะราช ผู้อำนวยการโรงเรียนบึงโขงหลงวิทยาคม กล่าวว่าโรงเรียนต้องสั่งปิดการเรียนการสอนตั้งแต่เวลา 13.00 น.เป็นต้นไป เนื่องจากมีรถนักท่องเที่ยวเข้ามาจอดในสนามและบริเวณโรงเรียนเต็มไปหมด เกรงจะเกิดอันตรายจึงได้สั่งในนักเรียนกลับบ้านก่อน และเพื่อเป็นการอำนวยความสะดวกให้กับนักท่องเที่ยวที่มาเตรียมตัวดูปรากฏการณ์ และความมหัศจรรย์ที่เกิดขึ้นกับ จ.บึงกาฬจังหวัดน้องใหม่ของประเทศ

ต่อมาเวลา 16.00 น.ก็ยังมีฝนตกเป็นช่วงๆ ทำให้ประชาชนที่หลั่งไหลกันมารอชมปรากฏการณ์มหัศจรรย์ ต่างพากันวิ่งเข้าไปหลบฝนในเต็นท์บ้าง บางคนก็กางร่มกันฝน แต่บางคนไม่ได้เตรียมตัวมาก็ยอมเปียกฝน เพื่อรอพิสูจน์สิ่งมหัศจรรย์ที่จะเกิดขึ้นในอีกไม่กี่นาทีข้างหน้า ในสนามที่กว้างขวางก็แทบไม่มีที่เดิน เนื่องจากมีคนมากันเป็นจำนวนมากคาดว่าอาจจะถึง 1 แสนคน สร้างรายได้เป็นกอบเป็นกำให้กับพ่อค้าแม่ขาย คาดจะมีเงินสะพัดถึง 10 ล้านบาท และยังเป็นสาเหตุทำให้สัญญาณโทรศัพท์มือถือหล่มไปหลายครั้ง อย่างไรก็ตาม นอกจากนักท่องเที่ยวแล้ว ยังมีข้าราชการชั้นผู้ใหญ่ของ จ.บึงกาฬ และจังหวัดใกล้เคียง เช่น ฝ่ายปกครอง ผู้พิพากษา แล้วยังมี พล.ต.ท.สมพงษ์ คงเพชรศักดิ์ ผบช.ภ.4 มานั่งรอชมอยู่ด้วย

กระทั่งเวลา 16.20 น.ประชาชนที่รอดูก็ได้เฮลั่นกัน เมื่อมีงูขนาดใหญ่ ยาวประมาณ 10 เมตรว่ายน้ำอยู่ห่างจากฝั่งประมาณ 150 เมตร นานประมาณ 2 นาที ท่ามกลางสายฝนที่ตกลงมา หลายคนถึงกับยกมือขึ้นเหนือศีรษะ สาธุที่เป็นบุญตาได้มาเจอด้วยตนเอง แต่บางคนบุญมีแต่ร่มบัง เพราะถูกคนที่อยู่ข้างหน้ากางร่มบังจนมิดแทบมองไม่ทัน ได้แต่บ่นอุบอิบให้คนที่อยู่ข้างหน้า จากนั้นประชาชนก็เริ่มทยอยกันเดินทางออกจากจุดที่ชมกลับบ้านไป ด้าน พ.ต.อ.ชยรพ  สายจันยนต์ ผกก.บึงโขงหลง กล่าวว่า เสียดายที่มีฝนตกลงมาขณะที่ปู่อือลือกำลังว่ายน้ำทำให้มองเห็นไม่ชัดเจนนัก สื่อมวลชนก็ถ่ายภาพยากด้วย แต่นักท่องเที่ยวที่ทนรออยู่จนถึงเวลา 17.40 น ก็ได้ชมบารมีปู่อือลืออีกรอบ เมื่อมีงูใหญ่สีดำว่ายน้ำจากเหนือขึ้นทางทิศใต้ ครั้งนี้นานถึง 4 นาที สร้างความประทับใจให้กับผู้พบเห็นอย่างมาก.

ไม่น่าจะใช่ที่ใครจะมาชุบมือเปิบเอาว่า ฝ่ายการเมืองคือ ผู้เข้ามาปลุกปั้น แล้วก็ผลักดันให้อำเภอเล็ก ๆ อย่าง บึงกาฬ  ผงาดขึ้นเป็นจังหวัดที่ 77 ของไทย ไปเมื่อช่วงต้นปีที่ผ่านมา แต่มันน่าจะเป็นเพราะดินแดนซึ่งอยู่เหนือริมฝั่งแม่น้ำโขง ตรงกันข้ามกับแดนดินถิ่นกุหลาบปากซัน แห่งเมืองปากซัน แขวงบลิคำไซ สปป.ลาว มีศักยภาพที่เพียงพอต่อการที่จะยกฐานะขึ้นเป็นจังหวัดมากกว่าเหตุผลอื่น
   
กล่าวคือมี อาณาบริเวณกว้างไกลกว่า 4,305,746 ตารางกิโลเมตร ครอบคลุมพื้นที่ 8 อำเภอ ที่ต้องแยกตัวออกมาจากจังหวัดหนองคาย พร้อมกันกับอำเภอบึงกาฬ กับจำนวนประชากรอีกประมาณ 4 แสนคน
   
ประเด็นสำคัญที่สร้างความพึงพอใจให้กับพ่อแม่พี่น้องชาวบึงกาฬ และกลุ่มอำเภอใกล้เคียงเป็นอย่างมาก ก็ตรงที่ไม่ต้องลำบากลำบนดิ้นรนไปทำธุรกรรมใด ๆ ถึงจังหวัดหนองคาย ซึ่งเคยเป็นจังหวัดแม่ และอยู่ห่างออกไปประมาณ 136 กิโลเมตร หรือจะเป็นตัวจังหวัดนครพนมที่อยู่ห่างบึงกาฬประมาณ 170 กิโลเมตร กันอีกต่อไป
   
ถึงกระนั้น...บึงกาฬก็ยังได้ชื่อว่าเป็นแหล่งตำนานสถานที่หนึ่ง ที่ถูกบันทึกเรื่องราวไว้อย่างน่าสนใจในหลาย ๆ ตำนาน อย่างเช่น สถานะเดิมที่ดินแดนแห่งนี้เคยเป็นเพียงตำบลเล็ก ๆ ในเขตปกครองของอำเภอชัยบุรี จังหวัดนครพนม ต่อมาได้เกิดมีการย้ายทำเลที่ตั้งของตัวอำเภอชัยบุรี ไปตั้งอยู่ริมฝั่งหนองน้ำแห่งหนึ่งที่มีชื่อเรียกว่า “บึงกาญจน์” ตรงกันข้ามกับเมืองปากซัน สปป.ลาว และให้ไปขึ้นตรงกับจังหวัดหนองคาย
   
โดยชื่อบึงกาญจน์ที่ว่านี้เกิดขึ้นจากการที่ข้าราชการฝ่ายปกครองท่านหนึ่ง ได้เดินทางไปตรวจราชการที่อำเภอชัยบุรี และพบว่ามีหนองน้ำแห่งหนึ่งยาวประมาณ 300 เมตร กว้าง 160 เมตร และชาวบ้านต่างเรียกหนองน้ำแห่งนี้ว่า “บึงกาญจน์” เพื่อไม่ให้เป็นการซับซ้อนหลังการย้ายอำเภอชัยบุรี ไปขึ้นกับจังหวัดหนองคายแล้ว ก็เปลี่ยนชื่ออำเภอเสียใหม่จากชัยบุรี ให้กลายมาเป็นบึงกาญจน์ ตามชื่อของหนองน้ำที่ตั้งอยู่
   
และต่อมาคือในปี พ.ศ. 2477 ทางฝ่ายปกครองกลับเห็นว่า การเขียนชื่ออำเภอว่าบึงกาญจน์นั้นดูจะยากลำบาก จึงได้ลงทุนเปลี่ยนชื่อใหม่ว่า “บึงกาฬ” เพื่อความสะดวกและเข้าใจง่าย ทั้ง ๆ ที่ชื่อและความหมายดูจะโหดกว่าชื่อเดิมซึ่งดูสละสลวยกว่าอยู่แล้ว?
   
ตำนานอีกด้านหนึ่งที่เล่ากันมานานว่า เมื่อปี พ.ศ. 2137 ได้เกิดศึกชาวฮ่อเข้าไปขับไล่กลุ่มคนไทยออกจากลุ่มน้ำโขง ให้อพยพลงสู่ใต้ จนกระจัดกระจายกันออกไปตามแนวขนานของลุ่มน้ำ ระหว่างที่พากันอพยพลงไปนั้น พ่อตู้พรมซึ่งเป็นกลุ่มคนไทยที่ต้องชะตากรรมในครั้งนั้น เกิดต้องมาสูญเสียเมียรักด้วยเชื้ออหิวาตกโรคในระหว่างการเดินทาง คงเหลือแต่ลูกสาวสองคน คือ “สมสี” กับ “บัวลี” ที่อพยพถอยร่นลงมาด้วยกัน จนถึงริมฝั่งโขงด้านตรงข้ามกับเมืองปากซัน

พ่อตู้พรมซึ่งเป็นผู้ที่มีวิชาอาคมเก่งกล้า ปล่อยลูกสาวทั้งสองให้พำนักกันอยู่ตรงนั้น ส่วนตัวเองกลับมุ่งหน้าไปอาศัยอยู่ทางดอนหอทุ่ง ซึ่งอยู่ไม่ไกลออกไป แล้วก็เสียชีวิตในเวลาต่อมา สมสีกับบัวลีจึงฝังศพพ่อตู้พรมไว้ที่ดอนหอทุ่ง ซึ่งต่อมาก็คือ “หนองกุดทิง” ที่เห็นกันอยู่ในปัจจุบันนี้ ทั้งสมสีและบัวลีที่ยึดมั่นการครองตัวเป็นโสด เมื่อต้องสูญเสียบุพการีคือแม่และพ่อ ก็ให้รู้สึกโศกเศร้าเสียใจ ถึงขั้นล้มป่วยและตายไปในที่สุด หลังจากนั้นได้มีผู้สร้างสุสานให้แก่นางทั้งสองขึ้นที่บ้านของตู้จารย์มา ต้นหาบึ้ง ครั้นพอปี พ.ศ. 2498 ก็ได้มีการย้ายสุสานของนางทั้งสองไปเก็บไว้ตรงกลางใจเมืองบึงกาฬ และสร้างขึ้นเป็นศาลหันหน้าออกไปยังริมฝั่งแม่น้ำโขง
   
เรียกขานศาลแห่งนี้กันว่า “เจ้าแม่สองนาง” โดยถือเป็นศาลคู่บ้านคู่เมืองที่เชื่อกันว่า มักมีปาฏิหาริย์ให้ปรากฏอยู่เป็นประจำ และผู้คนที่ผ่านไปมาก็นิยมยกย่องพร้อมบูชา เพื่อความเจริญก้าวหน้าในชีวิต
   
ในด้านศาสนา บึงกาฬมี วัดโพธาราม ที่ได้ชื่อว่าเป็นวัดเก่าแก่มานาน ภายในพระอุโบสถ ยังเป็นที่ประดิษฐานหลวงพ่อใหญ่ พระพุทธรูปปางมารวิชัย ที่มีพุทธลักษณะงดงาม โบกฉาบด้วยปูน
   
ถัดมาก็คือ วัดอาฮง ตั้งอยู่ในเขตบ้านอาฮง ประชิดติดแม่น้ำโขง โดยพื้นที่ภายในวัดรายล้อมด้วยธรรมชาติที่เป็นโกรกหินเรียงรายรอบศาสนสถาน ที่ถูกสร้างขึ้นเพื่อประกอบพิธีกรรมทางศาสนา ส่วนบริเวณด้านหน้าที่เป็นลำน้ำโขงซึ่งมีความลึกที่สุดนั้น กลายเป็นแหล่งน้ำวนทำให้ผู้คนในท้องถิ่นเชื่อกันว่า ณ ที่แห่งนั้นคือ “สะดือแม่น้ำโขง” และสามารถมองเห็นปาฏิหาริย์บั้งไฟพญานาคได้ในช่วงวันออกพรรษา
   
ศาสนสถานที่กลายมาเป็นแหล่งท่องเที่ยวระดับแนวหน้าควบคู่อีสานมานาน ได้แก่ วัดเจติยาคีรีวิหาร หรือ “วัดภูทอก” ที่หมายถึงภูเขาซึ่งตั้งอยู่บนที่โดดเดี่ยว ในเขตบ้านคำแคน ต.นาแสง อ.ศรีวิไล ที่นี่จัดเป็นแหล่งท่องเที่ยวเชิงพุทธรักษ์ เพื่อการแสวงบุญหรือธรรมจาริก ด้วยมีการจัดสร้างสะพานเรือนไม้ ให้สามารถก้าวเดินขึ้นไปชมธรรมชาติของภูหินที่วางทอดกันเป็นขั้น ๆ ถึง 7 ชั้นได้แต่ละชั้นนอกจากจะมีความเงียบสงบ เหมาะสำหรับการปฏิบัติธรรมในเชิงวิเวกแล้ว ยังสามารถมองเห็นภูมิทัศน์รอบด้าน ที่ไม่ต่างจากภาพเขียนถึงความงามของธรรมชาติที่เป็นจริง

ในแง่ของมรดกทางธรรมชาติที่ถูกเก็บรักษาเอาไว้อย่างดีนั้น บึงกาฬมี “หนองกุดทิง” หรือดอนหอทุ่ง ที่พ่อตู้พรมได้ไปสละร่างทิ้งไว้ที่นั่น เป็นความงามและความอุดมสมบูรณ์ของผืนน้ำซึ่งกว้างใหญ่ถึง 22,000 ไร่ กับความลึกที่ 5-10 เมตร ซึ่งได้รับการคุ้มครองด้วยการจดทะเบียนขึ้นเป็นพื้นที่ชุ่มน้ำแห่งที่ 2 ของจังหวัดหนองคายมาก่อน
   
สถานที่แห่งนี้อยู่ห่างตัวเมืองบึงกาฬออกไปเพียง 1 กิโลเมตร และเป็นแหล่งที่หลากหลายทาง ชีวภาพ โดยมีสัตว์น้ำกว่า 250 สายพันธุ์รวมตัวกันอยู่ในนั้น มีพันธุ์ปลาที่ผืนน้ำแห่งอื่น ๆ ไม่มีอยู่ 20 สายพันธุ์ พืชน้ำอีกกว่า 200 ชนิด แล้วก็ยังเป็นแหล่งอาศัยของนกน้ำมากถึง 40 ชนิด โดยเฉพาะกลุ่มนกเป็ดน้ำประเภท เป็ดหัวดำ เป็ดคับแค เป็ดแดง เป็ดผีเล็ก และนอกจากนี้ยังมีนกประจำถิ่นอยู่เคียงท้องน้ำอีก เช่น นกอีล้ำ นกพริก นกยางไฟ นกกวัก นกกระเต็นอกขาว พวกนี้อยู่กันได้โดยไม่หนีหายไปไหน เพราะไม่มีใครไปเข่นฆ่าหรือทำร้ายมัน!
   
ทรัพยากรอันล้ำค่า หรือผืนป่าที่มีอิทธิพลต่อท้องถิ่นมหาศาลของบึงกาฬ จะเป็นอื่นไปไม่ได้ นอกจาก “เขตรักษาพันธุ์สัตว์ป่าภูวัว” ที่มีราวป่ารายล้อมอยู่บนพื้นที่ 186 ตารางกิโลเมตร หรือ 116,562 ไร่ กับมีการผนวกขึ้นในภายหลังอีก 8,100 ไร่ รวมเป็นแปลงป่าผืนใหญ่ถึง 124,662 ไร่ กว้างใหญ่พอที่สัตว์ป่าหลากชนิดจะใช้เป็นที่อยู่อาศัย และมากมีด้วยพันธุ์ไม้ที่เริ่มหายากแล้วในป่าเมืองไทย
   
แต่ในแง่ของการท่องเที่ยว เมื่อแปลงป่าภูวัวคือแหล่งกำเนิดของต้นน้ำหลายสาย ที่นี่จึงเป็น เส้นทางของสายน้ำที่ไหลผ่านภูผาหินลงมาเป็นน้ำตกซุกตัวอยู่ในป่าหลายแห่ง ทั้งแบบไหลเป็นแนวดิ่งจากผาสูงสู่ธารน้ำ และไหลเป็นทางกว้างให้ดูอัศจรรย์ จำนวนนั้น ได้แก่ น้ำตกเจ็ดสี ที่เกิดจากแรงกระเซ็นของละอองน้ำ ยามต้องแสงตะวันให้กลายเป็นสีรุ้งพุ่งขึ้นเป็น 7 สี
   
น้ำตกชะแนน ที่แผลงมาจากคำว่า “ตาดสะแนน” ในภาษาถิ่นอีสาน ที่หมายถึง น้ำตกซึ่งมีความงามที่สุด น้ำตกตาดนกเขียน น้ำตกถ้ำฝุ่น น้ำตกถ้ำพระ ซึ่งแต่ละแห่งยังคงแฝงเร้นอยู่ในแนวป่า ที่ถ้าไม่ใช่นักนิยมไพรตัวจริง ก็ยังมิอาจเดินทางไปถึงน้ำตกเหล่านี้ได้
   
นี่คือความเป็นตัวตนที่แท้จริงของท้องถิ่นบึงกาฬ ที่สมควรยกระดับการปกครองขึ้นเป็นจังหวัดเม็ดงาม เคียงข้างแดนดินถิ่นกุหลาบปากซัน โดยไม่จำเป็นต้องให้นักการเมืองเข้าไปสวมรอย แล้วสอยเอาทางบุญเป็นใบเบิกทางสู่ความสำเร็จแทนคุณจากประชาชน!.

รู้ไว้ก่อนไปเที่ยว

จังหวัดบึงกาฬ ได้รับการประกาศให้เป็นจังหวัดที่ 77 โดยแยกออกมาจากจังหวัดหนองคาย เมื่อวันที่ 23 มีนาคม 2554 ประกอบด้วยอำเภอต่าง ๆ 8 อำเภอ ได้แก่ อำเภอเมืองบึงกาฬ เซกา โซ่พิสัย บุ่งคล้า บึงโขงหลง ปากคาด พรเจริญ และศรีวิไล อยู่ห่างกรุงเทพฯ ประมาณ 750 กิโลเมตร
   
การเดินทาง สามารถเดินทาง จากจังหวัดหนองคาย ด้วยทางหลวงแผ่นดินหมายเลข 212 ประมาณ 136 กิโลเมตร จากจังหวัดนครพนม ด้วยทางหลวงหมายเลข 212 ประมาณ 170 กิโลเมตร จาก อ.สว่างแดนดิน จ.สกลนคร ด้วยทางหลวงหมายเลข 222 และ 2280 ประมาณ 132 กิโลเมตร สามารถเดินทางข้ามลำน้ำโขงโดยเรือโดยสารได้ ระหว่าง อ.เมืองบึงกาฬ-เมืองปากซัน แขวงบลิคำไซ สปป.ลาว
   
ที่พัก มีโรงแรมและรีสอร์ท ราคาประมาณ 300–800 บาท ประมาณ 70 แห่ง และมีแนวโน้มจะเพิ่มมากขึ้นในเร็ว ๆ นี้

Thaksin in Cambodia.


Former Thai Prime Minister Thaksin Shinawatra is set to visit Cambodia this weekend, Thai media reported yesterday.

Thai Prime Minister Yingluck Shinawatra reportedly said her brother was going to Cambodia on a personal trip and not on behalf of the Thai government, a quote that fueled media speculation about the nature of the as-yet-unconfirmed visit.

Bangkok media touted the trip as an opportunity for the former Cambodia economic advisor to discuss energy concerns.

State-run Thai news agency MCOT cited an unnamed Pheu Thai party source as saying Thaksin would help the Cambodian government negotiate a plan for the joint development of a petroleum venture in the Gulf of Thailand.

Thailand and Cambodia have long been embroiled in a disagreement over the division of oil and gas resources in the Gulf  and experts believe the election of Yingluck’s Puea Thai party has made a solution to the disputed zone more likely.

An agreement about the Overlapping Claims Area was close to being reached just before Thaksin’s removal from power in 2006, a leaked cable from the US embassy in Phnom Penh in 2007 stated.

But despite the reports of Thaksin's plans, many in Phnom Penh were unaware of the reported visit from Cambodia's former economic advisor.

Prak Sokhon, an adviser to Prime Minister Hun Sen, and Foreign Ministry spokesman Koy Kuong both could not confirm the visit. “Mr Thaksin can visit Cambodia any time he wants,” Koy Kuong said.

One well-placed source, who wished to remain anonymous, even said that Thaksin was now living in Cambodia. The Post could not confirm the claim yesterday.

Regardless of his plans, many see Thaksin as the powerhouse behind Yingluck's government.

Pavin Chachavalpongpun, a fellow at the Institute of Southeast Asian Studies in Singapore, said that "Thaksin is rushing to show the world that he is a de facto Prime Minister of Thailand. He will be in Japan this week, again, to show that he has been a legitimate leader".

He said any talks in Cambodia about possible investment in oil and gas exploration would "certainly irritate his enemies".

Thaksin has personal connections with Prime Minister Hun Sen. He was appointed as an economic adviser to Hun Sen and the Cambodian government in 2009, a move that provoked the ire of former Thai Prime Minister Abhisit Vejjajiva and led to the withdrawal of Thailand's ambassador to Cambodia.
